What are ICS1 and ICS2?
ICS1 (Import Control System 1)
Launched in 2021, ICS1 required a Safety and Security Declaration (ENS) for goods entering the EU. Samphire has been completing these declarations for hundreds of customers, ensuring continued compliance.
ICS2 (Import Control System 2)
From 1st September 2025, ICS2 becomes mandatory for all modes of transport (air, road, rail, and sea). The new system includes stricter pre-arrival declarations with enhanced data requirements.
Does ICS2 apply to me?
If you’re transporting commercial goods, household effects, or ATA Carnet shipments – yes, ICS2 applies to you.
The only exception is empty vehicles.
What’s new with ICS2?
Compared to ICS1, ICS2 requires up to 20 new mandatory data fields per declaration. These are often not included on standard commercial invoices, so additional information will need to be supplied by the sender.
If you’ve never submitted ICS1 declarations before, now’s the time to act. Either partner with a customs specialist like Samphire, or invest in compliant software and staff training.
What is the French ELO and how is it linked to ICS2?
The ELO (Envelope Logistique Obligatoire) is a new French digital logistics envelope that goes live on 1st September 2025, in sync with ICS2.
If your goods enter or exit the EU through France, your carrier must upload all customs documents, including the ICS2 declaration, into the ELO or Samphire France can assist you with this if required.
Ferry and train operators will no longer scan paper documents – everything must be submitted electronically.
